The kid said hed drop out of the hero course and become a vigilante instead and according to the law he wouldnt be doing anything illegal considering one had to use a quirk in the legal definition of vigilantism and nothing about what to do if one was lacking one. Overall, the UA teachers discuss how the Emitter-Transformation-Mutant classification system is too simplistic for how complex Quirks are and a Quirk being classified as one or the other, even if technically correct, causes the user to grossly misjudge the potential of their Quirk due to being given a label with over-simplified definitions.
